You need to set Windows to the right system locale, which is fairly easy.
First, install the Japanese language:
Start Menu->Language Settings->Preferred languages->Add Language->Japanese
Second, enable Japanese for all non-unicode programs:
Start Menu->Language Settings->Administrative Language Settings -> Change System Locale ->Japanese
That’s it! It should work now.
